The Bank of Greece and the Hellenic Capital Market Commission, as the Authorities responsible for the implementation of the Threat-Led Penetration Testing (TLPT) framework in the Greek financial sector, in accordance with the provisions of Article 46 of Regulation (EU) 2022/2554 (DORA) and Law 5193/2025, hereby announce the joint adoption of the revised TIBER-EU (Threat Intelligence-Based Ethical Red Teaming) framework at national level through the TIBER-GR National Implementation Document. Moreover, a TLPT Cyber Team Greece (TCT-GR) shall be established, bringing together personnel from both Authorities and being responsible for coordinating and supporting TLPT conducted in accordance with the TIBER-GR framework. The implementation of the TIBER-GR framework is expected to contribute substantially to the enhancement of the Greek financial sector’s digital operational resilience.

TIBER-EU was developed by the European System of Central Banks (ESCB) and constitutes the European framework for conducting TLPT. The framework focuses on the simulation of real-world cyber-attacks on the critical production systems and functions of Financial Entities, with the objective of continuously improving digital operational resilience in the financial sector.

The TIBER-GR framework follows the TIBER-EU methodology and has been designed so that tests carried out in accordance with it meet the applicable requirements of Regulation (EU) 2022/2554 (DORA) for conducting TLPT.

For Financial Entities falling within the scope of the aforementioned Regulation and meeting the eligibility criteria set out in Commission Delegated Regulation (EU) 2025/1190, TLPT constitutes a regulatory obligation.
